REQUEST FOR EXPRESSIONS OF INTEREST
CONSULTING SERVICES FOR "Survey of actual experiences with, and attitudes and perceptions about, implementation of Judicial Reforms in Romania"

The Ministry of Justice (MoJ) and the Superior Council of Magistracy (SCM) has received financing from the World Bank toward the cost of Euros 110.0 million, and intends to apply part of the proceeds for consultant services. The services include:
·         assessing the stage of the judicial reform in Romania, previous surveys on the experience with, and perceptions about, the Romanian judiciary;
·         design of the opinion polls and surveys;
·         determine the content of the interviews, as follows: (a) interviews with experts working in the justice sector (b) interviews with court users and (c) interviews with legal professionals, such as lawyers;
·         analyze the quantitative and qualitative results of the surveys and expert interviews and prepare a detailed report outlining the work conducted;
·         finalize the survey and prepare an executive summary with the key results.
The Ministry of Justice and the Superior Council of Magistracy through the Department for Implementation of Externally Financed Projects, now invites eligible consultants to indicate their interest in providing the services. The consultant retained for this assignment is expected to be a firm with strong experience in implementation and analysis of opinion polls in the area of public sector. The professional background of the consultants, led by a senior expert, needs to be in the following areas:
·         Demonstrated experience and expertise in the design, implementation and analysis of user surveys pertaining to the public sector and/or for public institutions;
·         At least one of the members of the Consultant team should possess demonstrated familiarity with and strong knowledge of the Romanian judiciary, as proven by the CV;
·         At least two of the members of the Consultant team should be a trained statistician and a trained sociologist, with demonstrated experience in conducting surveys of similar size and scale, as proven by the CVs;
·         Skills and experience in conducting public surveys in the field of the judiciary or related fields will be viewed favorably;
·         Relevant regional experience will be viewed favorably;
Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments in the last 5 years, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. The association may take form of a joint venture or sub-consultancy. In case of a joint venture, the consultants will be evaluated jointly and separately for the purpose of short listing. Interested consultants should clearly indicate the structure of their association and the duties of the partners and sub-consultants in their application.
A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).

Expressions of interest must be delivered to the address below at or before 14:00 hours local time on March 3, 2010.
